Read Mail/Sign Warrant - Commonwealth Capital Application to be submitted to pre-qualify the Town of Littleton for competitive State grants including MORE grant for infrastructure improvements. See application form at http://www.mass.gov/Agov3/docs/smart_growth/commcap_application_fy09.rtf - Comprehensive list of Town appointing authorities has been reviewed by Town Counsel, including statutory, by-law, and town meeting references. Police Officer Interviews - vote, pursuant to MGL C.41,§97A, to appoint Justin Harriman of Brooklyn, NY and Manny Gonzalez of Nantucket, MA to positions as full-time patrolmen with the Littleton Police Department (3-0). 3. Public Input 4. Permanent Municipal Building Committee - Reserve Fund transfer request - vote to approve the request of the Permanent Municipal Building Committee to submit a request to the Finance Committee for a Reserve Fund transfer of $10,000 for staffing and expenses for Fiscal Year 2009 through the November Town Meeting (3-0). - vote to designate the position of Permanent Municipal Building Committee Construction Administrator a special municipal employee position under the terms and conditions of M.G.L. c.268A. (3-0) - schedule vote on MGL C.268A,s.20(d) exemption at 7/28/08 meeting. 5. Roadway Improvement Plan Update - vote to amend the Roadway Improvement Plan adopted on March 10, 2008 to advance all projects after Goldsmith Street by two years, so that the priority list reads as follows: 2009, Goldsmith Street ; 2010, Crane & Whitcomb; 2011, Bruce Street; 2012, Taylor & Harwood Ave; 2013, Harvard Ave; 2014, Nagog; 2015, Washington & Ft Pond; 2016, Nashoba; 2017, Nashoba & Tahattawan. See http://www.littletonma.org/content/53/531/2806/default.aspx - schedule agenda item on filling 15-hour-per-week Town Engineer position for BOS 7/28/08 meeting 6A. Approve Lease/Purchase Agreements for Police Vehicles - vote to authorize execution of a lease/purchase agreement with the Ford Motor Credit Company for three (3) 2008 Dodge Charger Police Package Vehicles for three consecutive annual payments of $36,968.37 each, for Fiscal Years 2009, 2010, and 2011. 6B. Approve Highway Procurements, Vehicle Purchase (1) vote to award the following contracts for the Littleton Highway Department for the fiscal year commencing July 1, 2008 and ending June 30, 2009: (a) to low bidder Poirier Guidelines of Athol, MA in the amount of $6,209.55 for reflective line painting; (b) to low bidder Superior Sealcoat of Wilmington, MA in the amount of $62,534.40 for crack sealing; and (c) to sole bidder (low bidder) DeLucca Fence of Methuen, MA in the amount of $22,904.63 for furnishing and installing guard rail. (2) vote to approve the Littleton Highway Department’s purchase of a 2008 Ford F-450 dump truck with plow for the total contract price of $54,995 from M-H-Q Municipal Vehicles pursuant to its cooperative procurement contract with the Commonwealth of Massachusetts under MGL C.7,§22B. 6C. FY 2008 Year-end Transfers - vote, pursuant to MGL C.44,§33B, to approve year-end transfers between various line items of the Fiscal Year 2008 budget totaling $75,619.64, as approved by the Finance Committee on July 8, 2008. 7A. Establish Town Audit Committee - vote to establish a Town Audit Advisory Committee to be comprised of one member each from the Board of Selectmen, Finance Committee, School Committee, and Light & Water Board of Commissioners (3-0) 7B. Sign By-law Review Committee - vote to establish a seven-member Sign By-law Review Committee to be comprised of one member each from the Board of Selectmen, Planning Board, and Zoning Board of Appeals: and two citizens and two business owners; - solicit applications for this committee; - TA draft a proposed charge for the Sign By-law Review Committee to be adopted at a future Board of Selectmen meeting. 8A1. Fay Park Fee Waiver Request: Nashoba Grace Community Church Services - vote to approve the waiver of a fee for use of Fay Park by the Nashoba Grace Community Church on the following Sunday mornings from 9:30 AM to Noon: August 3 and August 24, 2008. 8A2. Fay Park Use Request - Littleton Parents Association - vote to approve the use of Fay Park by the Littleton Parents Association for its membership drive on Saturday, August 23, 2008 from 9 AM to 1 PM. 8B. Minutes Approval - table approval of June 23, 2008 minutes until next meeting.
